He is a national medical adviser of the French Red Cross and director of the World Reference Centre for First Aid of the International Federation of Red Cross and Red Crescent Societies hosted by the French Red Cross. This emergency doctor is also a member of the French Society of Emergency Medicine (SFMU) and the French Society of Disaster Medicine (SFMC). Treasurer of the French Council of Cardiopulmonary Resuscitation (CFRC), he is one of the regulating doctors of the permanence of care at the SAMU 75. Currently a member of the European Resuscitation Council (ERC), of which he was a member of the executive committee between 1994 and 2011, Dr Cassan also participated in the international First Aid Advisory Group (AHA – American Red Cross) in the context of the ILCOR 2010 process.

Chief medical officer of the Nord departmental fire and rescue service (SDIS 59) and health and medical aid adviser to the interministerial headquarters of the Nord defence and security zone, Dr Patrick Hertgen is vice-president of the Fédération nationale des sapeurs-pompiers de France (FNSPF), in charge of personal assistance and the health and medical aid service. A graduate in emergency, disaster and aerospace medicine, he worked for 17 years at the Paris Fire Brigade (BSPP), notably as head of medical coordination and litigation. He holds a master’s degree in public law and is an expert in emergency medicine at the Douai Court of Appeal and Administrative Court of Appeal.

Chief Medical Officer Hugues Lefort is an emergency doctor in the French Army Medical Corps. After the Forces, then the Paris Fire Brigade, he left the emergency department of the HIA Legouest in Metz in 2021 for the emergency department and smur of the HIA Laveran in Marseille. Anchored in pre-hospital and hospital field practice in conventional or more atypical environments, both nationally and internationally, he supports the dissemination and promotion of all team dynamics aimed at improving acute care and crisis management. He is an expert of the European Mechanism of Civil Protection, a member of the evaluation and quality commission of the SFMU, of the scientific commission of the SFFPC, deputy chief editor of the MJEM and member of the scientific committee of the journal Soins, lecturer and co-author of the book “patient partner, patient expert”

A hospital doctor and university professor, Denis Safran is a health advisor on internal security for the office of the Prefect of Police. A former reserve chief physician at the Paris Fire Brigade (BSPP), he chairs the company of medical experts at the Paris Court of Appeal (CEMCAP). He also chairs the scientific council of the European Society of Fire Brigade Medicine (SEMSP).

A trained anaesthetist, Dr Suzanne Tartière has also been a regulating doctor at the SAMU 75 for over 30 years. Her career has led her to work for 15 years at the SAMU social de Paris and to take a close interest in the issue of social emergencies. A fan of transmission, she is particularly involved in training and is at the origin of the creation of the FO.UR.MI method, a short training course in life-saving techniques for children. She also founded the association Les transmetteurs, with Xavier Emmanuelli, to help maintain or rebuild social links and act against all forms of exclusion.

Following an engineering degree and a master’s degree in management with a specialisation in innovation at the Ecole Supérieure des Sciences Commerciales d’Angers (ESSCA), Thibaut Reffay joined the SDIS 77 as a professional firefighter captain with the functions of deputy chief of the intervention and rescue centre in Melun and chief of the intervention and rescue centre in Coulommiers. In 2017, he founded and chaired the Atraksis association.

Nicolas PESCHANSKI is an emergency physician at the Emergency Department of the University Hospital of Rennes and Associate Professor of Emergency Medicine at the Faculty of Medicine of the University of Rennes-1 in Brittany. He is a member of the French Society of Emergency Medicine (SFMU) and a researcher in the field of therapeutics of cardiovascular pathologies, in particular in acute heart failure. He has been involved for many years in teaching acute cardiovascular pathologies and their management in the emergency room, and is a member of cross-disciplinary teaching and research groups between the world of emergency medicine and cardiology, such as the Emergency Medicine Cardiology Research and Education Group (EMCREG-International), the Acute Cardiovascular Care Association (ACCA-ESC) or the Heart Failure Association of the European Society of Cardiology (HFA-ESC). Passionate about the use of new information technologies applied to emergency medicine education, he is an actor of social networks and a promoter of teaching through new means of communication and the digital environment. As such, he is an associate editor of the TopMU platform and a member of the web group and the referential commission of the French Society of Emergency Medicine.

Following a diploma of specialised studies in Anaesthesia and Intensive Care in 1994, Dr Ricard-Hibon obtained a diploma in Disaster Medicine in 2002, after a diploma in Emergency Medicine in 2000. After a Master 2, Thesis (2008), a Habilitation to direct research (HDR 2011) and a DU of Pedagogy (2011), Dr Ricard-Hibon joined the APHP (Clinicat in Anesthesia-Resuscitation then in charge of a SMUR) for 18 years. She was President of the French Society of Emergency Medicine from June 2017 to October 2020, after 3 years as Vice-President (2014-2017) and 3 years as President of the Scientific Commission of the SFMU until 2013. In December 2020, she was elected member of the board of Samu-Urgence de France. Since June 2020, Dr Ricard-Hibon has been a municipal councillor, delegated to health in Sannois (Val d’Oise) and a regional councillor for IdF since June 2021. Since 2013, she has been the head of the SAMU-SMUR 95 department at the Rene Dubos Hospital and the GHCPO Emergency Department within the GHT Novo.

After a career in the BSPP, the Road Safety and the Army Health Service School, this anaesthetist resuscitator is now a member of the Academy of Medicine and President of the French Society of Disaster Medicine. General Henri JULIEN (2nd S.) also teaches emergency and disaster medicine in various universities. Author of several books and numerous publications, in June 2010 he signed a report on first aid in France for the French National Academy of Medicine.

Dr Jacques Hascoët has been an emergency doctor with the Paris Fire Brigade (BSPP) since 1975, and was until recently the BSPP’s referral doctor for victim assistance. He is a member of the scientific commission of the National Observatory of First Aid (ONS) and administrator of the National Association of First Aid Instructors and Monitors (ANIMS). He is also a lecturer in disaster medicine at the University of Paris XII.

Born in 1954, Major General (2S) Joël Prieur is a Saint-Cyrien, a graduate of higher military education and an auditor of the Institut des hautes études de sécurité intérieure. A double experience in the army and in the Paris Fire Brigade brought him very early on to the field of emergency situations, where he exercised the responsibilities of emergency commander at all levels. Having reached the end of his career in 2011, he continues his professional career in auditing and consulting, and specialises in the study of crisis management mechanisms. Very involved in the associative life, of which he was a player as director of relief at the Ordre de Malte France for 3 years, he is currently secretary general of the Conseil National de Protection Civile.

Major General and civil engineer of mines, François Vernoux has long worked in the field of crisis management. After an eclectic military career (office of the Minister of Defence, chief of staff of the engineering brigade, military deputy to the director of defence and civil security, etc.), he is now a recognised expert in the field of population resilience and support for local authorities in their emergency policy.

After serving as a commissioner in the air force, Gilles Barsacq spent more than 30 years in the prefectural corps or as a deputy director in central administration. At the end of 2016, he was Director General of the ARS of Corsica before joining the General Secretariat of the Ministry of the Interior. Since October 2020, Gilles Barsacq has been President of the National Council for Civil Protection.

After joining the Army in 1975, Claude Lefebvre became a staff NBC defence officer in 1993. Assigned in 1995 to the NBC/FH/ERG department of the French Army Technical Section (STAT), he was appointed brand officer of the VAB RECO NBC armament programme. Second-in-command of the NBC Defence Group in Draguignan in 2003, Claude Lefebvre was appointed in 2006 as General Manager of the NBC Defence Centre Training. And after having obtained the qualification of CBRN officer at NATO level in 2009 as Deputy Commander of the CBRN JAT, he was assigned in 2010 to the Staff of the military schools in Draguignan as Head of the Pilotage Office (Infantry and Artillery), Site Security Officer and CBRN advisor to the Regional Staff. He retired in 2012 after 37 years of service, and is currently working as a consultant.

Florent Vallée, Director of Emergency and Rescue Operations, joined the Red Cross in the Hauts-de-Seine region where he held a number of management positions and piloted Red Cross operations during exceptional events before becoming Departmental Director of Emergency and Rescue in the 92 region. He joined the salaried teams in 2001 where he accompanied the territories in their development and the implementation of large-scale emergency services. Since then, he has been in charge of the planning and operations department and Deputy Director of Operations for Covid since January 2020.

After 20 years of experience in a training organisation, Philippe CLAUDEL joined the INRS in 2017 as a training project manager for the prap system (prevention of risks related to physical activity). He has been involved in first aid for many years, first with the Red Cross rescue teams, then with the fire brigade, and now with the Grand Nancy Défi’b association.

A hospital practitioner at the CHU of Rennes, Dr Baert was in charge of the Rennes Poison Centre for 25 years, specialising particularly in collective industrial and environmental toxic risks, as well as the chemical part of NRBC risks. As a volunteer firefighter doctor for 15 years, he supervised training courses on chemical risks at all levels. For many years he has been the federal doctor of the French Federation of Rescue and First Aid, and is the president of the largest association of this Federation. He currently works as a forensic doctor at the University Hospital of Rennes, a speciality he has been practising since 2000.

With an atypical background, a cardiologist by training, but also an emergency doctor and resuscitator, Yannick GOTTWALLES carries out his duties as Head of the Unit in an Emergency Department with 50,000 first visits per year. A graduate in Disaster Medicine and with a D.U.I. in NRBC, his hobbyhorses are the interpretation of the electrocardiogram by all, and training for the general public in life-saving techniques.

Head of the functional unit of the SAMU-SMUR of Dijon (21), Dr Hervé Roy is qualified in mountain, disaster, hyperbaric and forensic medicine. In 2003, he created the medical branch of Secouristes sans frontières (SSF) with whom he participated in various international rescue operations, such as in Reunion Island (cyclone Dina) or in Iran (earthquake in Bam). When he was a doctor for the French Spéléo secours, he also worked on techniques for evacuating victims during cave diving.

A rescue worker and trainer since 1991, he quickly became involved in the French Rescue Service (SSF), of which he was president from 2004 to 2009. Technical advisor of the Haut-Rhin delegation (68) since 1994, he is also head of the mountain rescue team of the French Federation of Rescue and First Aid (FFSS). He has taken part in numerous rescue operations abroad, in particular in Haiti in 2010. In 2012, he was appointed president of the World Rescue Corps (WRC). An engineer from the Ecole Polytechnique, Lieutenant-Colonel Rémy NOLLET chose to become a gendarmerie officer in 2005 after a stint at the University of Berkeley. He spent 7 years in command of departmental gendarmerie in suburban units and then, after a stint in the administrative and financial sub-directorate of the DGGN from 2012 to 2016.
Graduate of the Ecole de guerre, former auditor of the digital security cycle of the INHESJ (National Institute for Advanced Studies in Security and Justice), of the Advanced Studies in Defence and Aerospace (CESDA) of Sciences Po Bordeaux and of the Advanced Studies in Artificial Intelligence (CSIA) of the CHEMI (Centre for Advanced Studies of the Ministry of the Interior, In 2017, he joined the digital mission of the national gendarmerie where he contributed to the development of the digital transformation strategy of the national gendarmerie as well as to the technology component of the white paper on internal security and accompanied numerous digital transformation projects. When the transformation department was created in 2020, he took over the head of the foresight and innovation department.

Following a master’s degree in private law and a postgraduate diploma in “law and security strategies”, and after 8 years as second-in-command of a departmental gendarmerie company in mainland France, Lieutenant-Colonel André continued his professional career as commander of the high mountain gendarmerie platoon in Corsica.
After returning to metropolitan France as a company commander, Lieutenant-Colonel André will continue his career as a project manager at the Reserve Command (CRG) until 2020. Today, he is a technical mountain advisor at the DGGN.

Marie Bonnet is a civilian and military psychotherapist and works in the field of psychotrauma. She has been working in a city practice in Marseille and for the Civil Security since 2011.
Her work involves organising psychological decompression chambers to reduce the traumatic impact of missions on the troops. She also provides training and analysis of practices for educators and street mediators in the city of Marseille. She is a graduate of the Etat Major and a former hospital director. She is a commander (R) in the Civil Security Military Training.

An anaesthetist and resuscitator since 1974, Dr Jean-Claude Deslandes has a number of specialities: biology and sports medicine, parasitology and tropical medicine, socio-economics of health, disaster medicine, expertise and personal injury. Colonel of the fire brigade, he was the medical director of the Civil Security school in Valabre (13) between 1983 and 1993. A specialist in medical communication, he founded and directed the magazines Urgence Pratique (1992-2013) and 3SM Mag (2002-2013). His areas of expertise are helicopter medicine and road trauma.
