Faced with the consequences of global warming, the emergency services are now confronted with interventions that were previously unprecedented in their scope and duration. National and even international reinforcements are no longer exceptional. While experts agree that these phenomena will increase in the years to come, how can emergency services anticipate the crises of tomorrow? When national resources become insufficient in many cases to deal with these major disasters, how does France fit into a cross-border relief organisation?
