How well are European citizens trained to deal with risks?
Training in first aid and disaster preparedness is not a priority in most European countries. While the Scandinavian countries and Germany are quite advanced in this field, the situation is uneven for the other Member States. But the European Union, which only issues recommendations, wants to develop a “risk culture” among citizens. What is at stake? What are the priorities? How can we benefit from the experience of countries that have already developed this culture?
